Government Implements Strict Guidelines on Valid Documents for Indian Citizenship Verification
In a major shift in citizenship documentation policy, the Government of India has clarified that Aadhaar cards, PAN cards, and ration cards will no longer be recognized as valid proof of Indian citizenship, especially in ongoing crackdowns on illegal residents in the national capital. This directive, now being enforced by Delhi Police and central intelligence agencies, follows a broader national security response in the aftermath of the recent Pahalgam terror attack.
As per senior officials, only Voter ID cards or Indian passports will now be treated as valid documents to establish citizenship credentials. This measure has been introduced to counter the rising trend of foreign nationals, particularly from Bangladesh and the Rohingya community, allegedly misusing Indian-issued documents to pose as legitimate citizens.
Authorities underlined that while Aadhaar and PAN cards are essential for identification, financial transactions, and welfare access, they do not confirm an individual’s nationality. Aadhaar, as clarified by UIDAI, verifies identity and address—not citizenship. Similarly, PAN is a tax identification tool and ration cards are issued for public distribution system benefits.
Instead, key legal documents like birth certificates and domicile certificates will now take precedence in verifying claims of Indian nationality. Birth certificates issued under the Registration of Births and Deaths Act, 1969, and domicile certificates authenticated by state authorities are considered the most credible evidence of citizenship.
The government has also taken a strong stance against Pakistani nationals residing in India. All visas granted to Pakistani citizens have been revoked with immediate effect, except for medical, diplomatic, or long-term visas. Notably, all existing medical visas will become invalid after April 29. The Delhi Police have been instructed to locate Pakistani nationals and issue exit notices without delay.
However, the decision does not affect Hindu Pakistani nationals who are in India on valid long-term visas, as clarified by government sources.
